Both modes produce the same kind of result; they are simply two ways of describing the target size.

Leave the "Lock aspect ratio" toggle switched on. With it enabled, typing a new width automatically updates the height to keep the original proportions, so your image is never stretched or squashed. Turn the lock off only when you deliberately want to set width and height independently, accepting that the picture may look distorted. Percentage mode always preserves the aspect ratio because it scales both dimensions equally.

It can. When you set dimensions larger than the original, the browser has to invent new pixels by interpolation, which softens fine detail and edges. Downscaling to a smaller size keeps quality sharp, so resizing down is always safe.
